About the BWAH Division

The BWAH Division is responsible for the coordination, classification and appropriate forwarding of matters falling within the administrative scope of BWAH.

Matters not falling within the scope of BWAH may also be processed by the BWAH Division where it has not yet been established that they do not fall within the scope of BWAH.

The precise meaning of BWAH is currently not relevant to the execution of these responsibilities.

Previous requests for clarification remain under consideration.

Scope of responsibility

The BWAH Division processes matters involving administrative uncertainty, circular procedures, unnecessary classifications, unexplained requirements and situations in which a perfectly straightforward activity has unexpectedly generated seventeen additional steps.

A matter may be classified as BWAH where:

  • nobody appears to know which department is responsible;
  • two departments independently confirm that the other department is responsible;
  • a form is required in order to establish whether the form is required;
  • compliance with a procedure requires registration for another procedure;
  • a requirement has been suspended but remains applicable;
  • an exemption exists but does not exempt the applicant from the requirement;
  • the competent authority refers the applicant to the competent authority;
  • or the situation is otherwise considered sufficiently BWAH.

BWAH classification procedure

Potential BWAH matters are initially assessed to determine whether a BWAH classification is appropriate.

Where sufficient information is available, a provisional classification may be issued.

A provisional classification is not a final classification.

Where insufficient information is available, the matter may be provisionally classified as Pending Classification.

Pending Classification is itself a recognised BWAH classification.

No action is required while classification is pending, except where action is required.

Departmental allocation

Following classification, matters may be retained by the BWAH Division or transferred to the appropriate subsidiary department.

The Banana Department is administratively attached to the BWAH Division but is currently located within Wendy's Miniatures.

This arrangement was presumably approved.

Documentation confirming this has not been located.

Matters concerning bananas, non-bananas, banana-adjacent matters or matters incorrectly referred to the Banana Department should be submitted directly to the Banana Department at Wendy's Miniatures.

Escalation procedure

Decisions made by the Banana Department may be escalated to the BWAH Division.

The BWAH Division may subsequently refer the matter back to the Banana Department where the matter falls within the competence of the Banana Department.

Applicants receiving such a referral should not interpret this as evidence that progress has been made.

Registration

Registration with the BWAH Division is not currently required.

Entities that have already registered should retain evidence of their registration.

Entities that have not registered should retain evidence that they have not registered.

No registration system currently exists.

Fees and administrative charges

There is currently no fee for BWAH classification.

Certain subsidiary procedures may nevertheless incur administrative charges.

Where applicable, charges will be calculated according to the applicable charging procedure.
